What is TOMER?
TOMER (Türkçe ve Yabancı Dil Araştırma ve Uygulama Merkezi — Centre for Turkish and Foreign Languages Research and Application) was established by Ankara University in 1984 and is the foundational institution for teaching Turkish to foreigners in Turkey. Today, "TOMER" has become the generic name used for all university-affiliated Turkish-as-a-foreign-language centers nationwide.
TOMER courses follow the Common European Framework of Reference (CEFR) with levels A1, A2, B1, B2, C1 and C2. Most international students who plan to study Turkish-medium degree programs in Turkey need at least a B2 TOMER certificate. Which Universities Require TOMER?
All Turkish-medium state universities and many foundation universities require a B2 TOMER certificate from international students. Established state universities like Istanbul, Bogazici, METU and Hacettepe accept students into Turkish-taught programs only with a B2 or C1 certificate. For terminology-heavy fields such as medicine, law and engineering, C1 is commonly mandated.
For English-medium programs (Bilkent, Koc, Sabanci, METU English departments) TOMER is not required — an IELTS or TOEFL score is enough. Many foundation universities issue acceptance letters without TOMER, but expect students to complete the certificate within their first year in Turkey. TOMER Levels and Timeline
The TOMER program follows the six CEFR levels. A complete beginner typically needs 8-10 months of intensive study to reach C1. The standard program runs 20-25 hours per week with each level lasting roughly 8 weeks. Evening tracks extend each level to 12-16 weeks. C2 is required for academic research and publication; only a small fraction of international students reach it.
Advancing requires passing a written and oral end-of-level exam. Classes are usually 8-15 students; private tuition is also available. The internationally recognised certification exam is held four times a year. Umar Egitim students get free access to mock exams and preparation workshops.

TOMER Course Fees
TOMER course fees vary by center, city and level. State university TOMER programs cost roughly 1500-2500 USD for the full A1-C1 path; foundation universities and private centers can reach 2500-4000 USD. Most centers offer 10-20% early-registration discounts.
